DEPARTMENT: Palliative Care
SCHEDULE: Full-Time Regular, 40 hours per week. Day shift. Monday through Friday: 8:00am to 5:00pm. Responsible for oversight of Palliative Care on Hayward and Fremont campuses.
EDUCATION: Bachelors degree or equivalent experience in nursing or health related field required. Masters degree preferred. Graduate of an accredited school of nursing.
LICENSE/CERTIFICATION: Current California RN license required. BLS certification required.
JOB SUMMARY: Manages a large unit or multiple units providing ambulatory services. Ensures staff provides high quality, accessible, cost effective care, and patient focused services to members across the continuum, which comply with local, state, and federal requirements. Develops and maintains clinical practice standards, budgets, and staff development.
QUALIFICATIONS: Significant nursing experience in both outpatient care and management/leadership roles required (usually 5 years). Significant supervisory experience required (usually 5 years). Knowledge of Nurse Practice Act, The Joint Commission, and other local, state, federal regulations. Demonstrated strong interpersonal communication skills. Clinical specialization in area of practice preferred.
PREFERRED QUALIFICATIONS:
Significant nursing experience in both inpatient and outpatient care and management/leadership roles required (usually 5 years). ELNEC training preferred. CPR certification required - American Heart Association.

DUTIES: Manages the operations of a large unit or multiple units. Ensures Assistants and staff provide the highest quality of care and are in compliance with the Nurse Practice Act, The Joint Commission, federal, state, and local requirements. Collaborates with physicians and other health care providers in establishing, implementing, and maintaining patient care and quality service standards to meet members and internal clients expectations. Acts as patient advocate resolving patient care issues. Designs and evaluates processes to improve systems and patient care results across the continuum of care. Develops and monitors budgets and resource allocations. Monitors financial performance and identifies and implements strategies to reduce costs and improve quality of care/service. Determines the appropriate staff mix for department and develops processes to screen, interview, hire, train, and maintain the competency of all department staff. Provides on going staff development. Develops, implements, and monitors departmental policies and procedures which support the organizations goals and business objectives and ensures they are met. Collaborates with Physician Team Leader and Department Chief in developing the level of patient services and the day-to-day operations of the department. Manages and resolves human resource, labor relations, employee and department safety, and risk management issues.
OTHER DUTIES: Manages a large unit or multiple units, (Palliative Care Services) providing ambulatory and inpatient Palliative Care Services. In conjunction with physician leadership and interdisciplinary team, develops and implements clinical program elements and maintains clinical practice standards, budgets, and staff development and oversight. Supervises the operations of a single or multiple units. Implements and maintains patient care and quality service standards to meet members and internal clients expectations. Recommends and evaluates processes to improve systems and patient care results across the continuum of care. Responsible for oversight of Palliative Care on Hayward and Fremont campuses.
The Palliative Care Manager is accountable for development, implementation and oversight of Palliative Care services across the continuum of care. The manager reports to the Palliative Care Service Director. The manager has the clinical expertise and/or managerial knowledge and the ability to plan, organize, direct and evaluate services offered by the department and provides leadership to meet the goals of the organization. The following outlines the accountabilities of this position:
1. Functions as a partner with the Chief/Assistant Chiefs and Physician Team Leaders of the department and director, providing support and information, establishing clear communication and decision making processes and forging mutual goals and objectives for the department.
2. Develops and directs departmental services to deliver high quality, cost effective care
3. Develops programs to meet current and future needs
4. Review service performance, effect timely, thoughtful changes as needed to improve services based on input of appropriate sources of expertise and those who will be affected by decisions for operations.
5. Collaborates with other departments to improve overall medical center performance and achieve program objectives.
6. Sets priorities consistent with organization and departmental goals and objectives; multi-tasks and uses time wisely to accomplish those priorities.
Hires, trains and manages clinical and non-clinical staff. Strong interpersonal skills. Must be able to work in a Labor/Management Partnership environment.
